On January 01, 2016, the Laguna Water District Aquatech Resources Corporation (LARC) formally led the operation, improvement, and expansion of the water system of the Laguna Water District in Los Banos, Bay, Calauan and Victoria, Laguna.

Laguna Water District Aquatech Resources Corporation (LARC) is the Joint Venture Company registered at the Securities and Exchange Commission that was created by Equipacific HoldCo. Inc. and Laguna Water District.

Equipacific HoldCo. Inc. is an investment holding company comprised of Equi-Parco Construction Company (EPCC), a category AAA construction firm that is an able partner of the government in its infrastructure projects not only in the Caraga Region but all over the Philippines, and Metropac Water Investments Corporation (MWIC) which is owned by Metro Pacific Investments Corporation (MPI).

The primary purpose of LARC is to act as operator, contractor and/or agent of the Laguna Water District in performing its mandate under Presidential Decree No. 198 and shall be responsible for financing, rehabilitation, improvement, expansion, operation and maintenance of the water supply system of the Laguna Water District in accordance with the Joint Venture Agreement.
